TRAI Mandates Voice and SMS-Only Recharge Plans for Jio, Airtel, and Vi Users

Under the Telecom Consumer Protection (Thirteenth Amendment) Regulations, 2026, telecom operators must introduce separate calling and SMS-only vouchers at appropriately reduced prices compared to their bundled data counterparts. The regulator found that existing plans were limited and concentrated around longer validity periods, leaving customers with fewer short-term recharge choices. The amendment mandates that operators provide voice and SMS-only vouchers for every validity period of 30 days or less for which they sell combined calling, SMS, and data vouchers. Additionally, they must offer a monthly voucher that can be renewed on the same calendar date, with the last day of the month applying if that date does not exist. At least one longer-validity voice and SMS-only voucher corresponding to an existing bundled plan must also be made available.

TRAI introduced an earlier rule in 2024 requiring operators to offer at least one voice and SMS-only voucher. However, the regulator subsequently found that customers still had limited choices. The new amendment follows a consultation launched on April 7, 2026, during which TRAI received 1,132 stakeholder responses and held an open discussion on June 15. The regulator stated that the changes would allow low-income consumers to recharge according to their financial capacity. The rules require operators to reduce tariffs appropriately when removing data benefits, ensuring that customers are not charged unfairly for services they do not use.

For Jio, Airtel, and Vi users, these changes mean more recharge choices for those who use basic phones, maintain secondary SIM cards, or rely mainly on calling. The mandate is expected to benefit millions of feature phone users and elderly citizens who have long been forced to pay for bundled data they never use. The telecom industry is also bracing for potential tariff hikes, with analysts predicting a 12% to 15% increase across major operators. Airtel recently discontinued lower-tier entry prepaid options, pushing baseline costs higher. Meanwhile, SIM validity norms remain in place, with non-recharged active windows lasting around 90 days depending on the operator before disconnection.
